I was primarily in a downtown area that was stone empty on Sunday, and during the week I was only out and about early in the morning (sessions started at 8) or late afternoon. So it's possible it was just an area like Foggy Bottom was when I lived in the DC area: a lot of places that open at 10am, serve lunch to office works, and close up at 4pm.

I am not sure why but I thought the Twin Cities were a pretty dynamic place despite the weather.
